Project Overview
FPS Pontoon Hire supported preservation works at Newlay Bridge in Leeds, a Grade II listed structure, by providing temporary access beneath the bridge for repainting and protective treatment.
The project also required measures to help control debris and contaminated water generated during surface preparation over the watercourse.
The Challenge
The contractors needed a stable platform beneath the bridge while working on a live waterway and historic structure. The access arrangement also needed to support environmental controls during cleaning and coating activities.
The FPS Solution
FPS installed a bespoke double-layer modular pontoon platform beneath the bridge.
The system included:
- A double-layer working platform with a sump point.
- Sheeting around the platform perimeter to help contain debris and runoff.
- Collection of water generated during steam cleaning.
- Pumping of collected water to the bank for controlled handling and disposal.
The arrangement allowed the painting contractor to work close to the underside of the bridge while providing a practical method of managing debris and wastewater from the works.

Ongoing Site Support
FPS also provided a dedicated safety boat and a pontoon operative. As the works progressed, the floating platform could be reconfigured to suit different areas of the bridge.

The modular access system supported the bridge-painting programme while helping the contractor manage access, debris and wastewater over the watercourse.

Environmental Controls for Bridge Painting
Surface preparation and painting over water can release paint, grit and wash water. A double-layer platform with a sump, perimeter sheeting and pumping to the bank lets contaminated water be collected and removed rather than entering the river.
For listed structures, the painting contractor and asset owner are responsible for any consents; the access arrangement is planned to avoid fixing into the historic fabric.
